Summary: 

A briefing session will be held on 8th September 2010, in the Legends Lounge, Birmingham City Football Club.

The purpose of the session is to :

  1. Enable potential bidders to receive further information about the forthcoming procurement process.
  2. Enable feedback from the session to be used in developing the packaging strategy.

“Constructing West Midlands” (CWM) is the umbrella term for a framework that is being established to provide public sector bodies throughout the West Midlands Region with a vehicle for the efficient procurement of building and construction related works of all types and values.

The following information supplements that contained within the OJEU PIN notice which was published on 6th August 2010 (and amendment published on 10th August 2010).

Duration:

It is currently anticipated that the framework will operate for four years with potentially an option to extend beyond this.

Programme:

The procurement programme for each category of work is expected to run broadly in parallel following a restricted tender procedure.  The current indicative programme is as follows:-

Issue OJEU contract notice(s)            early October 2010
PQQ Submission                              November 2010
PQQ Evaluation                               December 2010
Issue tender documentation             December 2010/January 2011
Tender submissions                         March/April 2011
Contract award                                July/August 2011

Objectives:

Contractors appointed to the CWM framework will be expected to work collaboratively with all participating public bodies to deliver tangible benefits in terms of:-

•    Improving cost and time certainty
•    Delivering high quality construction
•    Value for money
•    Reducing waste and construction costs throughout the life of the framework
•    Driving continuous improvement
•    Developing excellence in the supply chain
•    Creating opportunities for local businesses
•    Creating jobs and training opportunities for local people
•    Supporting the Total Place agenda
•    Supporting collaborative initiatives between public bodies
•    Driving sustainability improvements/initiatives
•    Delivering innovation in processes and delivery
